Dr. Eugene Kiselev specializes in translating complex economic analysis into practical guidance for decision-makers, using advanced analytical methods to uncover critical insights. He is an expert in regulatory economics, antitrust analysis, and econometric modeling, and has over a decade of experience analyzing complex issues at the intersection of the telecommunications, media, consumer electronics, and information technology industries.

Dr. Kiselev has expertise in evaluating the competitive effects of multibillion-dollar mergers, including unilateral effects analysis, raising rivals’ costs and vertical foreclosure, and assessing merger efficiencies. He has utilized state-of-the-art methodologies such as merger simulation, Nash bargaining models, and natural experiments, to support merger review.

Dr. Kiselev has also led the evaluation of large-scale federal funding and subsidy programs, including program demand and cost forecasting, evaluation of consumer benefits, and program integrity review. His work combines market analysis and predictive modeling to provide actionable insights on the performance of federal subsidy programs.

He holds a PhD in International Economics and Finance from Brandeis University.
